Under the direct supervision of the São Paulo Chief of Field Office and in close collaboration with the Adolescents and Youth Development Officer in Rio de Janeiro, the external consultant will support the UNICEF team in the implementation of the local strategies of the area, guided by the national policies.

UNICEF, in Brazil since 1950, has supported significant transformations in childhood and adolescence, including immunization and breastfeeding campaigns, the approval of article 227 of the Federal Constitution, and the Statute of Children and Adolescents. Its program in Brazil focuses on strengthening integrated public policies in health, education, protection against violence, wash and climate change and social policy, particularly in the Legal Amazon and Semiarid regions, as well as eight major urban centers, including São Paulo. In partnership with the City Hall and civil society organizations, we implement the Agenda Cidade UNICEF in Cidade Tiradentes, investing in adolescent civic participation, including the construction of the Adolescent Citizenship Center and a network of young communicators to prevent violence. The emphasis is on empowering the local team, engaging stakeholders, and ensuring effective monitoring of interventions. UNICEF also wishes to support adolescents to influence municipal and state public policies for children.

Purpose

Under the direct supervision of the São Paulo Chief of Field Office and in close collaboration with the Adolescents and Youth Development Officer in Rio de Janeiro, the external consultant will support the UNICEF team in the implementation of the local strategies of the area, guided by the national policies.  

Expected results

All the results cover the integration of activities, schedules, and strategic actors. For this reason, some quantified activities below can be carried out together to attend more than one result, whenever needed.

Result 1: Adolescents and Youth Network created in São Paulo with around 50 members and supported with knowledge about child rights and social participation

Activities:

  1. Support local partners to carry out the project, by keeping in contact, sharing information, strategies and tactics;
  2. Provide technical support on engagement and participation of adolescents based on the national methodology of the Agenda Cidade UNICEF;
  3. Report the results of at least two meetings per month with counterparts in Cidade Tiradentes or downtown, sharing challenges and results;
  4. Mobilize local actors for capacity building activities (see above);
  5. Offer at least one in-person training activity about adolescents’ participation each 2 months for around 50 people;
  6. Monitor the implementation of the project by the local partners;
  7. Facilitate local contacts with public schools and NGOs in Cidade Tiradentes, by identifying strategic people from schools, health and social assistance services so than UNICEF can build or strengthen partnerships;
  8. Support preparation of adolescents to elaborate and present proposals for opinion makers and mayor candidates

Result 2: Safe mobility project strengthened in Cidade Tiradentes and influencing public policies, through articulation with 2 local NGOs  

Activities: 

  1. Organize at least two meetings per month with state and municipal authorities so that UNICEF and local partners can present safe mobility priorities;
  2. Support local UNICEF partners in the implementation of the project on safe mobility, in articulation with the UNICEF office.;
  3. Collect and systematize information about the topic to support UNICEF strategies on this issue;

Result 3: Support selected adolescents in the participation of at least 3 spaces in the context of the municipal elections

Activities:

1. Identify at least 3 spaces for participation;

2. Support UNICEF in the negotiation for adolescents participation in those 3 spaces;

3. Support adolescents in the identification of at least 1 formal space in the city for their participation in the debates of public policies for children;

4. Support adolescents in the preparation of their speeches to occupy the identified space (3 meetings with the adolescents plus mobilization through whatsapp).

Result 4: Comitê Paulista de Prevenção de Homicídios de Adolescentes (CPPHA) supported with specific strategies to ensure adolescents participation in at least two moments of the year

Activities:

  1. Elaborate a strategy to facilitate adolescents participation in the Coommittee.
  2. Support adolescents’ participation in at least 3 public forums about the issue;
  3. Collect and systematize information about the topic to support UNICEF strategies on this issue.

Result 5: Intersectoral projects supported from the point of view of adolescents participation

Products/activities:

  1. Provide quality information on the particularities of adolescent participation in decision-making processes;
  2. Provide quality information for donor proposals and reports.

For all activities, the hired consultant must provide UNICEF with a detailed action plan with activities, schedule and expected results (after approval of the contract).

Travel Plan

Intra-municipal transportation to and from Cidade Tiradentes.

Performance indicators

  • Punctuality in meeting deadlines
  • Quality of the contents
  • Timely provision of the deliverables
  • Full adherence to the monthly workplans and diligences as agreed with supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).

Immediately upon signature of the agreement, the UNICEF supervisor and the selected consultant will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

The monthly reports shall be subject to review and approval by UNICEF after delivery by the Consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil, will the payment be processed.

Technical background, and experience required

- Postgraduate degree, preferably in the areas of Social sciences, Project management, Phycology or Public Policies.

- 5 years of experience in managing initiatives with adolescents / young people, projects management and/or children’s rights. Experience in violence against children, mental health and school exclusion and failure is an asset. The experiences will be gauged by presenting, in digital format, records (results reports, images, videos, planning documents) of projects and trainings executed.

- Proven experience in training public technicians and managers and/or support to organize intersectoral flows and arranges. The experiences will be gauged by presenting, in digital format, (results reports, images, videos, planning documents) of projects and trainings executed.

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Travel costs will be included later, only if needed. However, intra-municipal transportation to and from Cidade Tiradentes must be included in the consultant's proposal.
  • No contract may commence unless the contract is signed by both UNICEF and the Consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The Consultant will work remotely upon deliverable basis.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Restrictions

  • Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory training. 
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
