Org. Setting and Reporting
This position is located in the Division of Market Development (DMD) in the Trade Facilitation and Policy for Business (TFPB) Section. TFPB assists chambers of commerce and other business organizations in articulating business views to ensure that trade and investment negotiations, national policies and Regulatory reforms all reflect a well-informed business perspective. In addition, TFPB assists policymakers in ensuring that this business perspective is factored into the adoption and modernization of guidance documents, policies, legal and Regulatory frameworks. TFPB also helps trade and investment negotiators understand this business perspective. The focus of the job is to support the development, implementation and monitoring of designated projects.
Responsibilities
Under the direct supervision of the Senior Officer Business and Trade Policy, and the overall supervision of the Chief, TFPB, the Digital/Services Policy & Regulatory Affairs Officer will be responsible for the following duties Policy, Regulatory analysis • Develops digital and services related Policy and Regulatory qualitative information necessary for specified ad hoc assignments related to trade related negotiations and /or domestic reforms. • Interprets, applies and, as necessary, adapts existing digital and services related Policy and Regulatory data to determine trends and patterns and to analyse the effects of alternative policies with a view to feed trade related negotiations and/or domestic reforms. • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of digital and services Policy and/or regulatory development. • Identifies and analyses policy proposals made elsewhere relating to assigned topics. • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. • Assists in the organization and servicing of expert group meetings, seminars, etc. on digital and services Policy and/or regulatory issues, including in relation to trade negotiations and domestic related reforms. • Prepares speeches and other inputs for presentations by senior staff. Intergovernmental support • Prepares inputs to statements by the office of the Executive Director, and/or Office of the Director of DMD. • Assists in the organization of panels, round tables etc. on digital and services Policy and/or regulatory issues for intergovernmental processes and/or public private consultations. Technical cooperation • Participates in missions on digital and services Policy and/or regulatory issues, usually as a member of a team. • Organizes training seminars for national experts, policy makers, private sector representatives. • Prepares documentation for technical cooperation programmes and projects. • Manages and backstops the implementation of technical cooperation programmes and projects in relation to digital and services Policy and/or regulatory issues, including for trade negotiations and/or domestic reforms purpose. General • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. • Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master’s degree or equivalent) in, economics or related field such as international law, international trade law. A first-level university degree in combination with an additional two years’ of qualifying experience may be accepted in lieu of the advanced university degree
Job - Specific Qualification
A degree module focused on digital and/or services Policy and/or regulatory issues is desirable.
Work Experience
A minimum of five years of progressively responsible experience in research and analysis, Policy and Regulatory formulation or trade negotiations in relation to digital and services is required. Experience in the implementation of TRTA projects in relation to digital and/or services Policy and/or regulatory issues is desirable. Experience working with francophone countries is desirable. Experience with Southeast Asian digital Policy and/or regulatory frameworks is desirable.
Languages
For the position(s) advertised, fluency in both English and French is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
