   Background:  

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant. 

Overall Purpose of the role:
The Economic Recovery Team leader for the EU-BORESHA Project is responsible for overseeing the proper implementation, guidance, and support to project staff in line with the log frame, budget, and implementation plan. The role involves coordination and collaboration with key stakeholders to ensure the effective implementation of project activities and project location. The Economic Recovery Team leader, will work closely with the team to ensure that project activities are implemented in a timely, high-quality, and effective manner, aligned with the priorities of the targeted population.
Responsibilities: 
•    Participate in program inception meetings/reviews to discuss the proposal, log frame, and expected deliverables.
•    Lead or participate in the development of annual, monthly, and quarterly work plans for the EU-BORESHA project.
•    Ensure the smooth implementation of planned project activities in accordance with the log frame, budget, and proposals.
•    Coordinate the operations of field staff to ensure adherence to the program log frame and reporting requirements.
•    Identify training needs for program staff and initiate appropriate interventions to address capacity gaps.
•    Draft project progress reports, share them with Project Coordinator and Technical Unit for review, and ensure timely submission of monthly reports.
•    Collaborate with Consortium lead agencies and the technical team to ensure timely budgetary revisions at the project level.
•    Responsible for timely communication with program staff in the field offices on project milestones and upcoming deadlines.
•    Conduct assessments around food security and livelihoods, market assessments and value chain assessment
•    Keep the Consortium Manager and the Management Team informed about all programmatic issues relevant to the overall management and coordination of the program.
•    Monitor program activities through periodic field visits.
•    Support in strategic development of Economic Recovery programmes in the location and country
•    Implement and develop climate-smart interventions for food security -including livelihood interventions associated with rangeland reclamation and management and conservation
•    Maintain up-to-date project information.
•    Coordinate various baseline and post-implementation surveys as planned.
•    Recommend revisions (if necessary) to planned program activities and budgets to the Consortium Manager.
•    Maintain good relationships with other stakeholders, including other INGOs, coordination forums, donors, and government authorities.
•    Perform regular field visits to project sites.

Education, Experience and technical competencies is Essential:

•    University degree in Sociology, BA, PA, Agronomy, NRM, Economics or any other relevant fields.
•    Minimum of four years of progressive experience in implementing FSL/Peace building projects, with demonstrated experience in resilience programming.
•    At least three years in a similar senior management position, involved in developing programming, including the preparation, and monitoring of budgets with an international organization.
•    Demonstrated knowledge of community mobilization/involvement techniques.
•    Experience working with pastoral communities; 
•    Excellent managerial skills, including planning, organizational skills, problem-solving capabilities, innovation, and industriousness.
•    Understanding of EU donor reporting requirements.
•    Excellent team building, coaching, and mentoring skills.
•    Proven experience in Microsoft applications (Ms. Word, Excel, PowerPoint, and Outlook).
•    Stable and robust character, good team player, and proven ability to prioritize tasks and meet deadlines.
•    Excellent communication skills, calm demeanor, and a good sense of humor.
•    Proven commitment to accountability practices.
Languages:
•Fluency in written and spoken Somali & English.

Conditions

Availability:     March 2024
 
Duty station:    Dolow
 
Reporting to:   Area Manger

Duration:       12 Months with possibility of extension based on performance and funding

Contract:      This position is graded as Band G-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
