Office/Unit/Project Description

 

  1. Briefly describe the office/unit/project structure and context

The UNDP Global Policy Center for Governance (the Oslo Governance Centre) advances global dialogue and knowledge on inclusive, accountable and effective governance systems for peaceful, just, and inclusive societies. The Centre builds knowledge, insight, and data through drawing on the experience of practitioners, policymakers and researchers as well as stimulating global discourse and dialogue on key governance questions in the world today. 

 

  1. Rationale / background and the objectives of the unit or project

OGC focuses on generating lessons from applied research and strengthening the evidence base on governance themes to inform policy development while leveraging partnerships with knowledge and research institutions to create and disseminate knowledge and insights. 

 

The Centre currently has four Research and Engagement Agendas (REAs) as its thematic focus: 

  • Strengthening the evidence base for achieving Peaceful, Just and Inclusive Societies (SDG16)
  • Financial Integrity and Economic Governance for Inclusive, Accountable and Effective Governance systems
  • Unpacking the Political Economy of Fair, Green Transitions
  • Information integrity for an Open, Inclusive and Informed Civic Engagement

 

The thematic issues of Democratic Backsliding and Transformational Leadership will cross-cut the above REAs.

The Global Policy Centre for Governance leads UNDP’s work on governance statistics and SDG 16, including as custodian of four SDG16 indicators. The Centre generates analysis and insights on progress on different dimensions of governance, support the development of internationally comparable methodologies for Governance Data collection and reporting, support collection of timely, reliable and quality data on governance and enable access to cutting-edge research and analysis. 

The REA on Strengthening the evidence base for achieving Peaceful, Just and Inclusive Societies (SDG16) builds on the responsibility as custodian of SDG 16 indicators to improve Governance Data and analytics and strengthen global, regional, and national data systems to support evidence-based policy making on governance issues. Led by the Governance Data & Analytics Team, the SDG 16 REA will have a particular focus on supporting data collection, reporting and capacity development on UNDP custodian indicators for SDG 16 (on participation and representation, inclusive and responsive decision-making, and access to justice), support the implementation of the SDG 16 Survey Initiative and produce flagship global reports, briefs and knowledge products.

  1. Briefly describe how the required services will contribute to the work of the unit/project

The Centre is seeking to recruit a Governance Data & Policy Analyst to support the work under the SDG 16 REA, including related to the research, innovation, Data & analytics, knowledge and communications functions of the Centre. The Governance Data & Policy Analyst will support the Team Leader on Governance Data & Analytics and work closely with the Governance Data & Analytics Team to deliver on the SDG 16 workplan. This will include a range of responsibilities including the production of high-quality knowledge products, support on SDG 16 related events and capacity development efforts, facilitate knowledge sharing and collaboration across UNDP and partners on SDG 16 as well as support the management of the SDG 16 Hub.


 
Duties and Responsibilities
 

Specifically, the Governance Data & Policy Analyst will support policy research, distillation of data insights and producing relevant analysis and reports related to SDG 16.  The IPSA will also work with to support the team on governance statistics more broadly, including to outreach and capacity development related to SDG 16 and strengthen knowledge management on SDG 16. 

 

  1. Research, innovation and policy 
    • Support the development of knowledge products on SDG 16 Research and Engagement agendas, including conducting research, management of policy production processes and supporting editing and reviews of the policy products.
    • Assist in organizing seminars, conferences and workshops and capacity development initiatives on SDG 16.
    • Support the implementation and documentation of lessons related to the use of emerging and innovative approaches on SDG 16 research and measurement.
    • Engage with UNDP country offices to strengthen understanding on policy and programming opportunities on SDG 16.

 

  1. Partnerships
    • Identify opportunities to enhance partnerships within UNDP on research and data related to peaceful, just and inclusive societies, including supporting the management of the SDG 16 Task Team.
    • Help to strengthen partnerships with other UN agencies working on SDG 16, including on interlinkages with other thematic areas.
    • Support partnerships with think tanks, civil society, academia, including related to SDG 16 global advocacy and with partners, especially in the Global South

 

  1. Communications, advocacy, knowledge management 
  • Support UNDP Global Policy Centre for Governance communications and advocacy efforts related to SDG 16.
  • Guide and coordinates global exchange on SDG 16 both internally and externally to promote tools and resources on measuring SDG 16
  • Support UNDP knowledge generation, lessons, innovations, policy developments, programmatic offers and experiences on SDG 16
  • Support the management and facilitation of knowledge networks and portals on SDG 16, including on the SDG 16 Hub.

 

  1. Data and Analytics
  • Supports national data collection (survey and administrative records), including data management.
  • Assists in capacity building on SDG 16 Measurement

 

Institutional arrangement

The IPSA will work under the overall supervision of the Team Leader- Governance Data and Policy Analyst and will work closely with the Governance Data & Analytics Team. The IPSA will also work in collaboration with other teams within the Global Policy Centre for Governance and the GPN.

Required Skills and Experience

 
Min. Academic EducationAdvanced university degree (Master's degree or equivalent degree) in social sciences, political sciences, international relations, international development, economics, data and statistics or another related field OR a First-level university degree (i.e. Bachelor’s or its equivalent) in in social sciences, political sciences, international relations, international development, economics, data and statistics or another related field AND two additional years of relevant work experience.
Min. years of relevant Work experience 
  • At least 2 years of relevant work experience in research, analysis, and/or policy development on governance and/or peacebuilding, or related field. Candidates in possession of only a first level university degree (i.e. Bachelor’s or equivalent) must possess at least of 4 years of relevant work experience.
  • Minimum of 1 year experience building partnerships and working across teams with UNDP, UN or other international organizations
Required skills and competencies
  • Experience working on governance and peacebuilding related issues and monitoring latest trends.
  • Strong analytical and research experience on thematic areas related to peace, justice and inclusion.
  • Familiarity with SDG 16 and SDG monitoring framework, including governance measurement.
  • Proven track record of organizing and facilitating successful knowledge sharing and advocacy events both online and offline.
  • Knowledge and understanding of UN/UNDP’s work and/or other multicultural/bilateral actors’ work and roles related to SDG 16 and governance measurement. 
  • Strong interest in, and knowledge of, global development and the work of international organizations 
  • Strong communication and writing skills;
