Background

Office/Unit/Project Description

Emphasis on improving public services using technology and innovations was strengthened when the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government had to deal with the COVID-19 pandemic along with other transition related concerns. Even prior the pandemic, the Ministry of the Interior and Local Government (MILG) already recognized the challenge of improving public service delivery in BARMM and to respond to substantial gaps in public service delivery at the local level, the MILG forged a partnership with UNDP for the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program.   

Known as the flagship programme of the Digital Bangladesh agenda by the Government of Bangladesh, a2i was selected given similar starting challenges in Bangladesh and BARMM of connectivity and local governance in remote, rural locations; shared social and cultural context; and a2i’s recognized status as a leading global program that has dramatically improved citizens access to services and information and expanded unprecedented opportunities for community participation at the local level.

With the overall goal of “A highly trusted governance aimed at co-creating and brining meaningful citizen-centric services towards the digital transformation for an empowered Bangsamoro”, the LeAPS Program will harness the transformative power of data, digitalization, and people-centered governance to substantially improve the delivery of local public services, develop ICT capacity in civil servants and citizens and generate awareness, ease of use and, eventually, ownership of digital tools and processes, completing a journey towards the digital transformation in BARMM.

LeAPS piloted the MILG and the two (2) pilot LGUs (Butig and Piagapo), with the additional twenty (20) LGUs and ten (10) ministries in 2023. In this regard, the UNDP Philippines requires the services of a Junior Space Fit-out and Designer Analyst, who shall provide the overall technical expertise for the standard space fit-out and design of the Digital Centers with Interactive Call Centers in the identified LGUs under the BARMM. The Junior Space Fit-out and Designer Analyst will be under the day-to-day supervision of the LeAPS Program Manager and with oversight from the Institutions and Partnerships (I&P) Programme Team.

Duties and Responsibilities

The Junior Space Fit-out and Designer Analyst shall perform the necessary tasks as covered under task A, B, C and D for the following ten (10) Digital Centers and one(1) Data Center listed below:

Digital Center with Interactive Call Center

1. Ministry of the Interior and Local Government, Cotabato City

4. Paglat

Maguindanao del Sur

5. Upi

6. South Upi

Lanao del Sur

7. Wao

Basilan Province

8. Maluso

Data Center

11. Ministry of the Interior and Local Government, Cotabato City

Task A. Social and Environmental Screening Procedure (SESP)

  1. To assist the Project Engineer of LeAPS PMO with the preparation of the SESP report on the space fit-out of the Digital Center;
  2. To assist with the identification of potential social and environmental risks on the installation and development of digital centers;
  3. Determine the risk category (Low, Moderate, Substantial, High); and
  4. Determine the level of social and environmental assessment and management required to address potential risks and impacts.

Task B. Concept design development.

  1. Develop the detailed time schedule for the design phase execution. (Tasks A, B, C, and D);
  2. Conduct site visit to LGUs, attend meetings with LGU and MILG counterparts to discuss design parameters and other pertinent site details necessary for the design of digital centers;
  3. Develop the Concept design drawings and Presentation, including 3D renders of selected /principal areas, materials samples and technical specifications presentation; and placement of the generator set with electrical equipment.
  4. Finalize and present the Concept design after receiving comments and suggestions from the LeAPS Program Core Team - UNDP Project Management Office (PMO) and MILG Technical Working Group (TWG).

Task C. Develop of Terms of Reference (TOR) for the Contractor including Working drawings package, BOQ, Works schedule development for nine (9)LGUs and one (1) MILG.

C.1 MILG and Local Government Units Digital Center

  1. Develop the TOR and procurement strategy with the Working drawings package.
    • Architectural and design drawings and specifications, including all necessary floor plans, sections, elevations, schemes, details.
    • Mechanical, electrical, and plumbing (MEP) drawings and specifications, including low-voltage systems and load schedule.
    • LAN, Data system, call center drawings and specifications. - Access control system.
    • Power system drawings and specifications. - Furniture layouts and specifications.
    • Design and placement of signages (at least 1km to the digital centers).
    • Discuss with UNDP Procurement on the submitted TOR and procurement strategy.
       
  2. Bill of quantities (BOQ) for renovation works with price estimate/costing;
  3. BOQ for materials supply and installation with price estimate;
  4. Revise the design documentation and BOQ as needed until the price estimates fit in UN construction budget expectation;
  5. Assist in development of the work execution time schedule;
  6. Follow the standardized look and feel of all digital centers, considering the provision of a green and sustainable design.
  7. Provide punch list during construction of space fit-out;
  8. Finalize the Working drawings package and BOQ after receiving comments and suggestions from the LeAPS Program Core Team and stakeholders.

C.2 MILG Data Center

  1. Develop the TOR and procurement strategy with the Working drawings package.
    • Architectural and design drawings and specifications, including all necessary floor plans, sections, elevations, , details.
    • Mechanical, electrical, and plumbing (MEP) drawings and specifications, including low-voltage systems and load schedule.
    • LAN, Data system, call center drawings and specifications. - Access control system.
    • Power system drawings and specifications.
    • Discuss with UNDP Procurement on the submitted TOR and procurement strategy.
  2. Bill of quantities (BOQ) for renovation works with price estimate/costing;
  3. BOQ for materials supply and installation with price estimate;
  4. Revise the design documentation and BOQ as needed until the price estimates fit in UN construction budget expectation;
  5. Assist in development of the work execution time schedule;
  6. Provide punch list during construction of firewall.
  7. Finalize the Working drawings package and BOQ after receiving comments and suggestions from the LeAPS Program Core Team and stakeholders.

Task D. Construction management and supervision.

  1. Change orders analysis.
  2. Assist the project engineer in delivering quality assurance and control while minimizing waste throughout the construction process.
  3. Assist the project engineer in the commissioning process and validating test results
  4. Validate works done as per approved milestones.
  5. Completed Space Fit-out Design of the Digital Centers

4.   Institutional Arrangement

1. Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the UNDP LeAPS Program Manager with oversight from the Programme Analyst. All outputs shall be submitted to for review and acceptance from the Chief of the Information System and Technology Management Division (ISTMD) and the Director of Operations Management Service of the Ministry of the Interior and Local Government (MILG) representing the LeAPS Program Technical Working Group.

2. The Junior Space Fit-out Designer Analyst  is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment. S/he will also be supported by UNDP staff for administrative and logistic requirements, as necessary.

Required Skills and Experience

Min. Education requirements

Advanced university (Master’s degree or equivalent) in Fine Arts, Interior Design, with specialization in Auto-Cad, Information Technology / Computer Science / Computer Engineering / Electronics and Communications Engineering / Business Administration or related course or

First-level university degree (Bachelor´s degree) Fine Arts, Interior Design, with specialization in Auto-Cad, Information Technology / Computer Science / Computer Engineering / Electronics and Communications Engineering / Business Administration in combination with two (2) additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.

 

Min. years of relevant work experience

Up to two (2) years (with Master’s degree) or minimum of 2 years (with Bachelor’s degree) of relevant professional experience in interior and exterior space fit-out, delivering, and managing of the design and deployment of offices especially digital centers and call centers including 3D rendering.


Experience in undertaking UNDP SESP (Social and Environmental Screening Procedure) projects or similar initiatives related to social and environmental assessment is desirable.
 

Required skills

Experience in providing space fit-out and design to promote branding and advocacy on technology and innovation related to digital governance, digital transformation, and digital solutions is desirable.

Required Language(s)

Proficiency in spoken and written English and Filipino is required

Knowledge in spoken and written skills in local dialect/s would be an asset

Desired skills in addition to the competencies

Relevant work experience with international non-government organizations, bilateral and multilateral donors, and government organizations is an asset.

Experience with the BARMM government or Mindanao is an advantage.
