Mission and objectives
For two decades, the United Nations Office on Drugs and Crime (UNODC) has been helping make the world safer from drugs, organized crime, corruption and terrorism. We are committed to achieving health, security and justice for all by tackling these threats and promoting peace and sustainable well-being as deterrents to them.Because the scale of these problems is often too great for states to confront alone, UNODC offers practical assistance and encourages transnational approaches to action. We do this in all regions of the world through our global programmes and network of field offices.
Context
The mission of the United Nations Office on Drugs and Crime (UNODC) is to contribute to the achievement of security and justice for all by making the world safer from crime, drugs, and terrorism.Current UNODC Programme for Central Asia (2022-2025) was officially launched on 24 November 2021. The Programme for Central Asia 2022.2025 represents the overarching strategic framework under which UNODC provides technical assistance within the Central Asian States. It builds on previous UNODC assistance within the sub-region and aims to deliver effect in an integrated and comprehensive manner rather than a series of standalone projects. The programme is coordinated via the Regional Office for Central Asia, in Tashkent, and technical assistance is delivered via the UNODC Programme Offices in Astana, Almaty, Bishkek, Dushanbe and Ashgabat. The Programme for Central Asia aims to enhance both national level capabilities within and develop increasing sub-regional cooperation between the Central Asian States.The position of the National UNV M&E Specialist is located in the UNODC Programme Office in Kazakhstan with duty station in Astana. The M&E Specialist contributes to the delivery of the UNODC Programme for Central Asia States (2021-2025) and its Sub-Programme 2 “Preventing Crime, Increasing Access to Justice and Strengthening the Rule of Law” and Sub-Programme 4 “Preventing and Countering Terrorism, Violent Extremism and Radicalization that Leads to Violence” by carrying out a range of programme and operations related tasks, including development of Monitoring and Evaluation policies, standards, and guidance as well as implementation of Results Based Management standards in project Monitoring and reporting, support in drafting documents and capacity building activities to improve the effectiveness of the UNODC ROCA Sub-Programme 2 projects by providing objective advice to the International Programme Coordinator on progress of the workplans implementation in line with the SDGs and UNSDCF priorities.
Task description
Within the delegated authority and under the supervision of UNODC International Programme Coordinator, ROCA Sub-Programme 2 and 4 or his/her designated mandated representative(s), the UN Volunteer M&E Specialist will:• Help design and implement a Monitoring and Evaluation system for the project in line with results based management. This includes:o Develop and/or improve Monitoring and Evaluation strategies;o Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulationo Assist programme/project staff in the use of monitoring & evaluation methods and tools;o Monitor the implementation of project activities and results achieved;o Keep abreast of project activities and keep an updated Monitoring and Evaluation record of project activities;o Assist in preparing, reports of the project activities on a regular basis, including bi-weekly, quarterly, semi-annual annual progress and donors reports;• Conduct extensive research and analysis to support development and consolidation of the office’s baseline data in its areas of mandate and work and in line with SDGs;• Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations;• Support in provision inputs to UN reports as requested;• Contribute to knowledge building and capacity building. This includes:o Identify and disseminate good practices, lessons and knowledge; as identified through pro-gramme implementation, Monitoring and Evaluation activitieso Develop capacity development tools, including training materials and packageso Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);o Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities• Perform any other tasks as requested.
