ABOUT WFP

The Pacific is one of the world’s most disaster-affected regions, with Pacific Island Countries and Territories (PICTs) ranked among the most vulnerable in the world to disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. WFP’s Pacific Multi-Country Office (MCO) in Suva, Fiji, under its Pacific muti-country Strategic Plan (2023-2027) implements activities to strengthen the emergency preparedness and response capacities of PICTs, in line with the organization’s global mandate and commitments. 
In support of WFP’s MCO, the Research, Assessment and Monitoring (RAM) undertakes regular surveys (including through use of the mobile Vulnerability Analysis and Mapping (mVAM) tool), assessments and data mapping to inform food security and nutrition conditions in PICTs, support programmatic, policy decisions by the governments partners. As a core area for WFP, the RAM portfolio also includes markets, economic and thematic analyses, supporting national capacities with the potentials to better manage disasters, climate change risks and to meet the increasing need for sustainable and adaptable systems and capacities in PICTs.
RAM capacity strengthening actions, are oriented to support data-driven coordination within the regional Pacific Food Security Cluster (rPFSC) and relevant national platforms.
It is envisioned that the National VAM Officer, in line with other responsibilities, will contribute to coordination and implementation of the above-mentioned activities in Pacific region, closely collaborating with WFP Regional Office in Bangkok, the MCO team, the UN and Governments counterparts at different levels.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the RAM Unit, the National VAM Officer undertakes the following duties and responsibilities:

  • Identify, collect, and manage data and information required for food security, nutrition, and Vulnerability Analysis, jointly with Government’s agencies and other relevant partners in PICTs for the preparation of periodic analysis, publications, and monitoring, as required, and to effectively inform preparedness and response activities.
  • Provide support for effective and efficient coordination with the Governments and stakeholders for MCO Programme implementation, including identifying joint activities in the area of food security, vulnerability and nutrition Analysis and reporting. 
  • Contribute to the work of RAM unit in production of evidence-based products in the areas of food security and vulnerability by preparing data analysis plans, conducting research, literature reviews and statistical analysis, writing reports and communicating findings.
  • Provide technical support in monitoring and reporting of activities in a manner that complies with WFP standards and processes and considers gender and inclusion. Contribute to the preparation of accurate and timely reporting on RAM/Programme Unit activities.
  • Provide support and/or facilitate Governments and partners capacity strengthening initiatives, including in developing food security and Vulnerability Analysis products, improving data quality and analysis, reporting on the results. 
  • Support in maintaining and developing potential partnerships for collaborative work with Governments, UN partners and stakeholders in terms of generation, Analysis and use of quality data in line with innovative methodologies and best practice.
  • Liaise with the RAM MCO and the RAM Regional Bureau in Bangkok, contribute to capacitating the unit’s technical staff where needed, to ensure the objectives are delivered to agreed standards and deadlines. Support in ensuring up-to-date knowledge of new technology, trends and methods in areas relevant to work.
  • Participate in workshops, trainings, forums, and other exchanges of knowledge in the area of food security and Vulnerability Analysis; communicate findings from CO RAM work. 
  • Coordinate, if required, activities for timely and efficient response to emergencies as contributing to the ENAs, national governments with IM, evidence-based analysis on impacts of emergency on food security, livelihoods etc.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education
University degree and/or equivalent experience with emphasis in one or more of the following disciplines: statistics, economics, social sciences, agriculture development, geography, or related field or First University degree with additional years of related work experience and/or training/courses.

 

Experience

3-5 years of relevant job experience in data collection and analysis with extensive use of statistical methods.

 

Knowledge & Skills:

  • Ability to independently perform data analysis using statistical packages (STATA, SPSS, R, etc.) in the context of households’ surveys datasets.  
  • Experience in food security, vulnerability, and nutrition analysis, including in designing the tools, data collection, Analysis and interpretation of the results.
  • Experience in implementing technical programmes.
  • Experience in remote sensing, earth observation and GIS is an advantage.
  • Ability to communicate and coordinate with government partners and stakeholders.

 

Language
Excellent written and communication skills in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
• Developed practical expertise in food security Analysis and Mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
• Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
