1. Role and responsibilities
The purpose of the Outreach Officer is to implement the day-to-day of the Outreach activities. The
Outreach Officer will be managing community mobilization activities which includes creating and 
maintaining strong relationships with external partners, and community members. The primary goal is 
to enhance awareness of NRC, promote its mission, and foster collaboration within the community.
He/she will be reporting to the PFV Coordinator. The position will be based in Moldova/ Chisinau.


Generic responsibilities:
1. Ensure adherence to NRC policies, tools, handbooks, and guidelines.
2. Implement delegated PfV project portfolio according to the plan of action.
3. Prepare and develop status reports as required by management.
4. Ensure proper filing of documents.
5. Ensure that projects target beneficiaries most in need and explore and asses new and better 
ways to assist.
6. Promote and share ideas for technical improvement.

Specific responsibilities:
1. Develop and implement outreach plans to connect with diverse communities and individuals.
2. Ensure that beneficiaries receive up-to-date information and are aware of the assistance 
available in the NRC community center and the area.
3. Under the supervision of the Protection Coordinator, collaborate with local organizations, 
members of the community, and institutions to enhance community engagement.
4. Under the supervision of the Protection Coordinator, attend community events, and 
gatherings to represent NRC and build relationships.
5. Support the establishment and maintenance of coordination mechanisms and coordination 
tools (e.g. stakeholder and service mapping etc.).
6. Knowledge of MS Office (Word and Excel); Other digital skills appreciated.
7. Knowledge of data entry, and data management, as well as Provide weekly and monthly 
reports for data entry and organize, scan, and archive files.
8. Promote, and assist with the referral, complaint & feedback mechanism for the affected 
population.
9. Ensure that gender and protection mainstreaming are carried out at the field level by all staff 
and throughout all activities.
10. In collaboration with the Protection Coordinator, prepare Procurement Requests, payment 
lists, attendance sheets, reports, etc.
11. Set and oversee schedules for service delivery and effective communication with the 
community for when and where services will be happening.
12. Build and maintain trust relationships with target communities. 
13. Advocate for the needs of vulnerable individuals internally through evidence-based advocacy.
14. Maintain an up-to-date service mapping of the service providers operating in the area and 
ensure that protection staff are informed about the available services.
15. Contribute to the identification and internal referral of individuals/households with specific 
needs and/or vulnerabilities, with special focus on children, youth, women and other at-risk 
groups.
16. Compile information collected by team members and prepare periodic protection reports, and 
attend meetings as required.
17. Support the implementation of monitoring and evaluation tools and report on problems in the 
implementation of the programme.


2. Competencies 
Competencies are important in order for the employee and the organisation to deliver desired results.

These are skills, knowledge and experience that are important for effective performance. 
Generic professional competencies: 
• Experience from working as a Project Officer in a humanitarian organization or social work 
environment.
• Previous experience working in complex or volatile contexts.
• Previous experience working with vulnerable populations is an asset.
• English proficiency both written and verbal.
• Fluency in Romanian, Ukrainian / Russian preferred


Context/ Specific skills, knowledge and experience: 
• University degree in Business Administration, Social Work, Psychology, Anthropology, or a 
related field.
• Excellent capacity to plan, prioritize and multitask, attention to detail.
• Excellent team-working skills.
• Flexible and adaptable and have the ability to cope with stressful situations.
• Excellent computer literacy, including MS Office (Word and Excel); Other digital skills 
appreciated.
• Good reporting and coordination skills.
• Excellent cultural awareness, empathy and sensitivity
• Highly approachable, trustworthy, and confidential.
• Ability to work independently whenever required.
