| Overview of position | The contracted personnel will be required to maintain GIS system integration, Web GIS development, programming in Python, .NET, ArcGIS APIs & SQL Server, ArcGIS Enterprise, ArcSDE & ArcGIS Monitor & ensure maximum uptime of the UNMISS geodatabase & web map services. |

| Role objectives | Assisting with the development of web mapping services & applications for GIS clients using ESRI or FOSS4G software. Utilizing ArcGIS Enterprise, SQL Server, ArcGIS Monitor, ArcSDE, ArcMap, ArcGIS Pro, system architecture design & technical specifications for web & mobile based products & services. Supporting the operation & maintenance of the mission's GIS servers & its associated web maps, web map applications & its associated web map services. Undertaking GIS server administration, which includes installation, configuration, testing, server backup & implementing disaster recovery plans in coordination with the Server Management Unit (SMU); as well as optimizing the availability & responsiveness of various server functions such as geo database, file & web / applications. Monitor systems performance & fix GIS server vulnerabilities. Create & maintain web map applications & dashboards using web app builder, ArcGIS dashboards, SharePoint Online & power BI dashboards. Assist in providing technical support including software, hardware & geodatabase management. Archiving mission geographic data & maintaining mission's geo database system. Providing technical support in the administration of desktop workstations including first level troubleshooting, application software installations & updates, as well as the upkeep of peripheral equipment including plotters & scanner. Populating GIS data dictionary & implementing appropriate data security & access controls. Performing quality control & quality assurance of all GIS data maintained by GIS unit through established QC / QA processes. Preparing training materials, tutorials & presentations & undertake cross training by providing training to colleagues to ensure technological awareness & understanding regarding imagery geo processing techniques, methodology & associated capabilities. Test & implement specialized techniques & provide expertise in geodatabase design & operational data standardization. Integrate innovative solutions, new methods & analytical techniques & present them in workshops, conferences & training courses. Maintenance of common as well as mission operational geodatabase, including replication & synchronization. Handling requests from iNeed or manual map or access request forms. Provide product specific training whenever required. Be on call & provide 24 x 7 support to troubleshoot issues or problems when required. Perform any other duties and tasks as assigned by supervisors.

| Key competencies | Standard: Degree in the field of GIS, mapping, engineering, environmental, IT or relevant academic qualifications which involves GIS & a strong background in the field of information technology & GIS system administration. Must have at least 3 years of extensive & progressively responsible experience in GIS system integration. Good knowledge in both proprietary & open source GIS software. Solid computer skills, including full proficiency in various ESRI & MS Office applications (Excel, Word, PowerPoint, Visio etc) & other IT applications or office technology equipment. Designing geodatabase & its related works are required. Experience with ArcGIS Enterprise (Server, Portal, Datastore, Monitor) administration & maintenance are required. Have interest in innovation & learning new tools & techniques to support users. Knowledge & experience of using GPS & ability to travel for data collection in the field if required. Must have a national driver’s license & able to drive a light motor vehicle with manual transmission. Must be fluent in English, both written & oral.

Must have at least 8 years of extensive & progressively responsible experience in GIS system integration. Expert knowledge in both proprietary & open source GIS software. Solid computer skills, including full proficiency in various ESRI & MS Office applications (Excel, Word, PowerPoint, Visio etc) & other IT applications or office technology equipment. Designing geodatabase & its related works are required. Experience with ArcGIS Enterprise (Server, Portal, Datastore, Monitor) administration & maintenance are required. Experience with SQL Server, the SQL Server Technical Certification is desirable. Have interest in innovation & learning new tools & techniques to support users. Knowledge & experience of using GPS & ability to travel for data collection in the field if required. Excellent skills & experience on business continuity & disaster recovery plans. Experience on producing dashboards using Power BI is required. Experience in GIS Project Management, foundation certification in ITIL or Prince 2 is desirable. Enterprise Geodatabase Administration, Geocortex for ArcGIS & other ESRI certifications are desirable. Experience working in South Sudan or UN missions is desirable. Must have a national driver’s license & able to drive a light motor vehicle with manual transmission. Must be fluent in English, both written & oral.
