Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organizational Context
Under the direct supervision of the Director of the Division of External Operations, the External Operations Support Section is responsible for:

 

  • In relation to the field: the support of Country Offices, including through liaison with other Registry Sections, central coordination and strategic planning of all field operations, and the planning, control and facilitation of all Country Offices.
  • In relation to External Relations and state cooperation: the coordination and support of the Registry’s External Relations activities including with the Assembly of States Parties and its subsidiary bodies, individual states and intergovernmental organizations, the execution of requests for assistance and state cooperation/judicial cooperation; supports the negotiation of agreements and memoranda of understanding; conducts fundraising; protocol affairs including high level visits to the Court.
  • In relation to analysis: provides, both at a strategic and an operational level, political, security and media analysis and advice in support of the above activities as well as the overall activities of the Division, including providing threat and risk assessments and political advice through embedded security staff.

 
The External Operations Support Section also supports the Director of the Division of External Operations and the Registrar in their External Relations activities. The Section works closely with the Public Information and Outreach Section and the other organs of the Court to ensure that key messages are coordinated and taken into account in all External Relations activities.

The External Relations and State Cooperation Unit coordinates and supports the Registry’s External Relations and Cooperation activities. To this end, it advises on strategies, recommends policies and adopts procedures. In close coordination with the Country Analysis Unit and the Chiefs of Country Offices, it assists the Chief of Section in leading External Relations and Cooperation activities. The Unit is in charge of state cooperation matters, including host state affairs and the execution of requests for assistance and Cooperation and judicial cooperation with States and international organizations. The Unit also supports the negotiation of agreements and memoranda of understanding. The Unit is also in charge of the coordination and support of the Registry’s External Relations activities, including with the Assembly of States Parties and its subsidiary bodies, individual states, intergovernmental organizations and civil society organizations, the development and implementation of regional strategies to further Registry and Court-wide objectives in the areas of cooperation, complementarity and universality, as well as fundraising for voluntary Registry funds and the management and implementation of the annual grant from the European Commission for activities related to cooperation, complementarity and universality.
 

Duties and Responsibilities
Within this framework, and under the direct supervision of the Head of the External Relations and State Cooperation Unit, the incumbent will perform the following duties:

 

  • Develops operational External Relations activities, services and initiatives, to promote and build partnerships in support of the ICC operational External Relations, including in the context of the Registry regional strategies;
  • Researches and provides information and advice on a wide variety of External Relations and issues including relating to the Court’s situations countries without offices, for example with States and international organizations in support of the work of the Registry;
  • Consults and coordinates with the relevant Presidency and OTP External Relations staff to ensure consistency in the Court’s External Relations operational demarches;
  • Attends meetings and conferences, prepares supporting documentation, drafts minutes and subsequent reports;
  • Drafts notes verbales, diplomatic correspondence, background papers and reports;
  • Implements and monitors the execution of operational requests emanating from the Registry with external stakeholders and international organizations;
  • Performs other duties as assigned by the supervisor.

Essential Qualifications
Education:

Advanced University degree in international relations, law, political science or other relevant field. A first- level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two (2) years (four (4) years with a first-level university degree) of relevant work experience in the area of international relations, cooperation, diplomacy, negotiation, international criminal justice or any other related field, preferably from a foreign service, international organization or NGO perspective, is required;
  • Demonstrated professional experience in international or domestic criminal law and experience in working in judicial cooperation is strongly desired;
  • Knowledge of international donor networks, grant management and reporting is strongly desired.

Knowledge, Skills and Abilities:

  • Excellent knowledge of the substantive and procedural provisions of the Rome Statute and the ICC Rules of Procedure and Evidence;
  • Excellent knowledge and understanding of an international judicial system or the UN system;
  • Demonstrated problem-solving skills and judgment to resolve a wide range of complex issues/problems;
  • Ability to work effectively under strict deadlines and pressure and with substantial travel obligations;
  • Ability to work effectively and constructively with colleagues from different professional, national and cultural backgrounds;
  • Ability to work in a non-discriminatory manner, with respect for diversity;
  • Professional and personal integrity;
  • Drafting skills: Ability to draft quickly when the circumstances require it and in a manner that respects both the legal framework and the diplomatic style; ability to write reports, including grant reporting reports, addressing complex issues in a clear and concise manner;
  • Excellent communication skills to be able to exchange and have positive interactions with high-level officials from various background and cultures;
  • Excellent diplomatic and negotiation skills;
  • Highly-effective interpersonal skills;
  • Excellent organizational skills to prioritize activities and assignments while foreseeing risks;
  • Ability to work on an important number of cases and volume of requests.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desired. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information


In accordance with the Rome Statute, the ICC is committed to achieving geographical representation and gender equality within its staff as well as representation of the principal legal systems of the world (legal positions).
