Mission and objectives
The Office of the High Commissioner for Human Rights (OHCHR) is the principal United Nations agency responsible for the promotion and protection of Human Rights. It is part of the Secretariat of the United Nations, an inter-governmental organization made up of 193 Member States.OHCHR’s headquarters are in Geneva, Switzerland. It maintains an office at the United Nations Headquarters in New York, country and regional offices, and Human Rights advisers assigned to United Nations Country Teams. It also manages United Nations peacekeeping missions around the world.The Office of the High Commissioner for Human Rights has been operating in Cambodia since October 1993. The 1991 Paris Peace Accords had given the United Nations Transitional Authority in Cambodia (UNTAC) a mandate to monitor the Human Rights situation during the transitional period (1991-1993). Once the work of UNTAC was concluded, the Accords mandated the United Nations to continue its Human Rights work in the country. The Office’s programme developed from this mandate.
Context
The OHCHR Cambodia Country Office is one of the oldest field presences of OHCHR. In fulfilling its mandate to promote and protect Human Rights, the Office works on three core areas: strengthening international Human Rights mechanisms, enhancing participation and protecting civic space, progressive realization of economic and social rights, enhancing equality and countering discrimination and strengthening the rule of law and accountability for Human Rights violation.The UNV assignment of the Human Rights Donor and External Relation Officer will work directly with the management of the office under the responsibility of Representative, and in close coordination with Deputy Representative and the programmatic, communication, and administrative units at country level, and the Donor and External Relations Section at headquarters level.
Task description
Under the direct supervision of the Representative and coordination with the Deputy Representative, and the programmatic, communication and administrative units of the Office, the UNV will develop Human Rights proposals for potential donors and assist with reporting to existing donors. In particular, the UN Volunteer will undertake the following tasks:• Establish and maintain regular contact with local donors;• Prepare narrative and financial proposals and reports to local donors;• Follow-up on the use of contributions and ensure the maintenance of up-to-date and accurate information for staff members and for donors, in coordination with the Administration Unit;• Coordinate briefings for donors, and take notes during such meetings;• Participate in occasional missions to select provinces to observe technical cooperation activities undertaken with donor support;• Accompany the Representative or Deputy Representative on their visits to embassies for fundraising purposes;• Map regularly all donors related obligations with a view to meeting reporting and other obligations;• Provide advice to the unit chiefs on office-wide resource mobilization strategies and approaches;• Draft correspondence to donors, briefing notes, and strategic and position papers, including talking points for senior management;• Liaise with the Donor and External Relations Section in Geneva on all fundraising matters, keeping it informed of funding opportunities; discussions with donors and submitting all funding proposals for clearance prior to donor submission;• Provide weekly, monthly and annual internal reports of activities, and contribute to relevant public reports as requested;• Carry out such other related tasks as needed.
