Mission and objectives

The OHCHR/HRMMU was deployed on 14 March 2014 to monitor and report on Human Rights situation throughout Ukraine and to provide recommendations to the Government and other actors to address Human Rights concerns. The HRMMU currently has presences in Kyiv (capital), Donetsk and Luhansk (areas controlled by the armed groups), Kharkiv, Kramatorsk, Mariupol and Odesa. Despite persistent denial of access to the Autonomous Republic of Crimea (hereinafter Crimea) by the Russian Federation authorities controlling it, HRMMU monitors Human Rights situation in Crimea from mainland Ukraine - in accordance with General Assembly Resolution 68/262 - and using a framework of analysis based on international Human Rights and humanitarian law, pursuant to the General Assembly resolution 71/205 and 72/190.

Context

The Human Rights Monitoring Mission in Ukraine (HRMMU) has a comprehensive mandate to monitor and report on the Human Rights situation throughout Ukraine, and to make recommendations to the Government, parties to the conflict, and other relevant actors to address Human Rights concerns as documented by the Mission. Recommendations outline concrete follow-up actions to address these concerns, prevent violations and mitigate emerging risks. HRMMU monitors, reports, and advocates on the Human Rights situation through its presence in multiple locations throughout the country and will adapt to the changing situation in terms of the locations of presences. As part of its monitoring mandate HRMMU also monitors remotely, reports and advocates on the Human Rights situation in areas occupied by or under the military control of the Russian Federation.

Task description

Within the delegated authority and under the supervision of the Deputy Head of Mission or his/her designated mandated representative(s), the UNV Human Rights Officer will:• Obtain and analyze statistical data regarding conflict-related cases from the Unified State Register of Court decisions and other open sources, including website of Prosecutor General of Ukraine• Draft standard correspondence, including replies to incoming letters from relatives of victims of Human Rights violations, such as referrals to the WGEIG and other HR mechanisms• Participate in conducting interviews with victims and witnesses of Human Rights violations, prepare draft interview notes and update HRMMU database accordingly• Provide administrative and logistical support, including organizing events/meetings and field visits• Translate/interpret, and proofread translations of draft reports and other materials,• Social media and general open-source monitoring, particularly on fundamental freedoms, civic space and minorities.More generally the UNV Human Rights Officer will:• Participate, as part of a team, in monitoring the Human Rights situation, including identifying emerging trends and patterns of Human Rights violations• Provide translation and interpretation services to colleagues when needed• Provide support to liaising with relevant partners and stakeholders, including civil society organizations, national Human Rights institutions and international organizations, and foster and maintain their active engagement in the work of OHCHR in Ukraine• Any other related tasks as may be required or assigned by the supervisorResults/expected outputs:As an active OHCHR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to OHCHR and its beneficiaries in the accomplishment of her/his functions, including:• OHCHR’s monitoring work effectively and timely supported and carried out.• Quality reports are published mainstreaming gender- and youth- components.• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
