Context

Serving Communities and Countries to End Inequalities and AIDS. We, the Joint United Nations Programme on HIV/AIDS, lead the global effort to end AIDS as a public health threat by 2030. By placing the Sustainable Development Goals (SDGs) related to reduction of inequalities at the heart of our work, we lead the global response to AIDS by: (i) maximizing equitable and equal access to HIV services, (ii) breaking down barriers to achieving HIV outcomes, and (iii) integrating efficient HIV responses into wider health and protection systems. We live our values of Commitment to the AIDS Response, Integrity and Respect for Diversity. The Country Office provides leadership and coordinates the expanded UN system response in Country. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Country Office scales up HIV services focused on key populations and locations most at risk. The Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Country. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and Human Rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.The Equality and Rights for All Practice team delivers on the UNAIDS Secretariat's goals of reducing inequalities. This specifically refers to ensuring that the HIV response is gender-transformative, rights-based, and people-focused - People Living with HIV, key population and youth (including Adolescent Girls and Young Women) - in a manner that is community-led, inclusive and progresses societal enablers. The team also delivers on the organizational agenda to remove Human Rights barriers and intersecting gender inequalities. It does that by developing and sharing policies, guidance, research and tools, and brokering authoritative technical assistance that supports legal, policy and social norm change; by advocating for a greater political commitment; and by convening communities of practice and leveraging existing and new partnerships to continuously identify and respond to the inequalities driving the HIV and HIV/TB, and COVID 19 epidemics.The UNV Human Rights Specialist will be located at UNAIDS Chad Country Office under the overall guidance of the Country Director and direct supervision of the Science, Systems and Services for All Advisor.The UNV Human Rights Specialist will support country offices’ efforts for law reform, based on Human Rights centered approaches in the HIV response with a special focus on supporting the key populations rights.

Task description

Under the direct supervision of the Science, Systems and Services for All Advisor and the guidance of UNAIDS Country Director (UCD), the International UNV Human Rights Specialist will support the country offices’ efforts for law reform, based on Human Rights centered approaches in the HIV response with a special focus on supporting the key populations rights and undertake the following tasks:• Plans and coordinates activities related to the Human Rights of PLHIV, key populations with a special attention to LGBTI community, including from a gender perspective.• Conducts substantive research and analysis in relation to the Human Rights related to HIV (PLHIV and Key populations) and assesses their impact on the Human Rights situation.• Identify obstacles to the implementation of HIV/AIDS prevention interventions in favour of key populations.• Collects and analyses Human Rights data and indicators globally in relation to PLHIV and key populations, including gender-specific data and indicators.• Ensures Human Rights issues related to PLHIV, key populations, including their gender equality dimensions and considerations, are integrated into political, humanitarian and economic efforts and programs.• Provides technical assistance and support to Human Rights institutions, civil society organisations to strengthen their capacity, including in relation to addressing sexual and gender-based violence, and PLHIV and key populations Human Rights defenders, including through the development and implementation of policies.• Provides technical support to UNAIDS and UN field presences on monitoring, reporting, technical cooperation, and advocacy in relation to the Human Rights of PLHIV and key populations.• Identify and plan the needs in training and mentoring in favour of NGO/Associations and key populations in terms of Human Rights and gender in HIV context.• Provide direct capacity-building on the Human Rights to key populations organisations with special attention to LGBTI associations.• Participate to the activities of the UN Thematic Group on Gender and Human Rights and the protection cluster,• Writes a variety of reports, legal advice, technical documents, donor reports, communications products, briefings, statements, etc., including to policy-making bodies.• Participate in monitoring and evaluation community of practice, remaining abreast of latest development and professional standards, tools and methodologies.• Perform any other related duty as required by the supervisor and undertake any other functions as necessary and required to support the efficient and timely achievement of UCO programme goals.Furthermore, UN Volunteers are required to:• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.Results/Expected Output:• Strengthened alliances between HIV related civil society organisations and other social justice movements at regional and country level.• Efficient support to the Joint UN Team on AIDS and other partners promoting collaborative synergies for sustained and consistent support to networks and organizations.• Community priorities and resources for civil society organizations and key populations communities addressed, including for community systems strengthening.• Institutional capacities of key populations associations and civil society organisations strengthened on Human Rights.• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
