A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organizational Context
The Victims and Witnesses Section (VWS) organizationally belongs to the Division of External Operations in the Registry. It provides protective measures, security arrangements, counselling and other appropriate assistance to witnesses and victims who appear before the Court and to others who are also at risk on account of testimony given by such witnesses. The Section may advise the Prosecutor and the Court on appropriate protective measures, security arrangements, counselling and assistance.
The Section is responsible for ensuring that the witnesses appear in the Court appropriately protected, supported and as scheduled by the Chambers. Furthermore, it is responsible for the management of the ICC Protection Programme (ICCPP) and may cooperate with States, intergovernmental and non-governmental organizations in providing any of the protection and support measures stipulated by the Statute.

Duties and Responsibilities

Within this framework, and under the direct supervision of Situational Team Leader, the incumbent will perform the following duties:

  • Works within a strong team environment involving a country team, a situational team (extending into HQ) and/or the VWS team (extending across countries wherever VWS activity is taking place;
  • Plans and carries out ‘on-going’ safety and security operations for witnesses involving the implementation of threat/risk mitigation strategies to support and safeguard daily living (school, shopping, medical and social support activities etc.) as well as related emergency planning for evacuation or additional protection etc. and assuming day to day responsibility and accountability for those decisions and actions;
  • Develops and implements plans and the supporting legends and documentation tailored to individuals, families, situations, and threat/risks to assist witnesses and their families to re-integrate into society and establish sustainability;
  • Adapts witness protection arrangements and plans ‘on the go’ in response to threats and/or new information to maintain the safety and security of witnesses;
  • Maintains ‘high risk response’ capacity to respond to all kinds of emergency situations/incidents, (natural disasters, armed conflict, violence, including sexual violence and physical threats, etc.);
  • Undertakes confidential high risk missions in both conflict and non-conflict countries;
  • Provides professional input into the development and updating of Operational Response procedures and best practices;
  • Collects, analyses and documents country, situation and individual specific risk information and prepares various reports;
  • Maintains comprehensive case records of all victim and witness management activities including movement and payment of cash;
  • Any other duties as directed by the Chief VWS.

The incumbent, prior to commencing his/her duties, is required to sign a confidentiality agreement with the Victims and Witnesses Section (VWS).

The Chief of VWS may redeploy the incumbent and/or the post either temporarily or permanently to another duty station pending the operational requirements of the Section.

Essential Qualifications

Education:

Advanced University degree in security studies, risk management, political sciences, international relations or other related area. A first-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree. Or police, military or comparable law enforcement training and/or equivalent qualifications combined with eight years of relevant experience may be considered in lieu of a university degree.

Experience:

  • A minimum of two years (four year with a first-level university degree) of operational experience in witness protection programme in a national or international police, military or comparable law enforcement organization;
  • Experience in conflict/post-conflict zones in an operational role (peacekeeping, humanitarian or other operations) would be an advantage;
  • Experience in conducting threat and risk assessments with respect to threatened witnesses is required; Experience in executing protection operations and managing risks in demanding circumstances is considered an asset;
  • Experience in rapidly assimilating conflicting information, taking decisions and arriving at workable operational solutions.

Knowledge, Skills and Abilities:

  • Excellent written and verbal communication skills;
  • Ability to establish and maintain effective working relations with people of different nationalities and cultural backgrounds  with respect for diversity;
  • Excellent knowledge of security risk management and security risk assessment principles and processes. Ability to manage risk in a highly dynamic environment;
  • Professional skill in the witness protection field; Good interpersonal skills.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
