Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org)

Context

The United Nations Volunteers (UNV) program is, within the United Nations, the global organization responsible for promoting volunteerism for peace and development. Volunteering benefits both society as a whole and the individual who volunteers. United Nations Volunteers contribute to peace and development by advocating for volunteering in general, by encouraging partners to integrate volunteering into their development programs, and by mobilizing volunteers. In most cultures, volunteering is deeply rooted and established in societies with a tradition of sharing and helping each other within communities. In this regard, United Nations Volunteers take part in different forms of volunteering and play an important role for development and peace in collaboration with partners, host agencies and local communities. Throughout their assignment, United Nations Volunteers promote volunteering through their actions and conduct. Engaging in voluntary activities can effectively and positively enrich their understanding of social and local realities, as well as creating a bridge between themselves and the people in their host community. This makes the time they spend as a volunteer more rewarding and productive. The term "Volunteer" and the title of this assignment refer to both women and men throughout this VAD. The Office of the UNHCR was created on December 14, 1950 by the General Assembly of the United Nations. UNHCR ' mandate is to protect and find durable solutions for refugees. Its mandate is also to identify, reduce, prevent and protect stateless persons. The UNHCR office in N' N’Djamena covers Three (03) sub-delegations (SO) and eight (08) field offices (FO) on Chadian territory and helps the national authorities to protect and assist a population of approximately 739,364 people including 446,431 refugees and asylum seekers.

Task description

Under the authority of the Head of Sub Office of Baga Sola, under the technical supervision of the Operations Data Management Officer and the direct supervision of the Senior Protection Officer of Sub-Office of Baga Sola, in accordance with the human principles and values of the United Nations and in accordance with the Code of Conduct of the UNHCR, the Volunteer will assume the following functions: - Assist in the implementation of registration, enrolment, and digital identity strategies, for populations of concern in compliance with global and regional protection and inclusion objectives and priorities, ensuring that relevant standards are met, and appropriate methodologies and technologies are implemented. - Provide technical support to staff on planned Registration and digital Identity Management activities. - Contribute to the development and dissemination of operational guidance, instructions and capacity-development initiatives, in accordance with policy and guidance disseminated by the Global Data Service in Headquarters. - Design appropriate procedures and systems for assurance of quality registration data and conduct regular data quality and audit checks to monitor the accuracy of data collected, as well as a tool for identification and prevention of fraud. - Provide post-deployment support and maintenance of the UNHCR refugee systems applications as required. - Assist the country team to establish and strengthen internal digital identity, Registration and Identity Management capacity and/or that of government counterparts to manage Registration and maintain population data. - Liaise with Digital Identity and Registration Section of the Global Data Service as necessary to facilitate Registration and Identity Management activities in the region/ country. - Advocate with and support government authorities to establish and strengthen fair and efficient Registration and digital identification procedures and systems and that POCs’ identity documents or credentials are recognized. • Perform other related duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs • The Registration and Identity Management are well-coordinated at sub-national level • UNHCR has reliable and up-to-date data of refugees and Asylum seekers. • UNHCR registration, ProGres database and Biometrics and Identity Management System are maintained with high quality so that it will be used for the operational planning and producing relevant reports and statistics. • Standard Operating Procedures (SOPs) related to registration are updated and implemented, with relevant UNHCR standards and policies, including policies related to age, gender, and diversity mainstreaming (AGDM) • have fair and transparent access to the registration procedures. • Fraud in the registration process is identified and appropriately addressed. • Registration and Data focal point in field are trained adequately. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
