Context

Launched in September 2020, the Global Fund for Coral Reefs (GFCR), is a finance instrument that blends private and public funding to support businesses and finance mechanisms that improve the health and sustainability of coral reefs and associated ecosystems while empowering local communities and enterprises. The GFCR is administratively hosted by the UN Multi Partner Trust Fund Office (MPTFO).The Global Team is an independent structure under the GFCR Executive Board and manages the day-to-day activities and operation of the Fund. While hosted within the MPTFO, the Global Team works closely with relevant focal points of the Participating UN Organizations (UNDP, UNEP, UNCDF) and the Investment asset management team.The Global Team has management, technical, and operational expertise, and one of its primary roles is to develop the Fund investment plans and manage approval of project or programme proposals in accordance with financial decisions made by the GFCR Executive Board and in open collaboration with the Investment Window partners. The Global Team guarantees that successful innovative blended solutions are developed in accordance with agreed-upon objectives and criteria specified in the Terms of Reference and criteria specific in the Standard Operations Manual.

Task description

.The Reporting Officer, reporting directly to the Deputy Director of the GFCR Grant Fund, will perform the following tasks:• Reporting Template Establishment: Support drafting, finalizing, delivering, and filing all 2023 Annual Narrative Reporting Templates related to tasks 2-9 below, encompassing programme, project, and global-level reports, along with associated annexes. This includes providing guidance and orientations to relevant stakeholders.• Secretariat Activity Report: Support the process of drafting, compiling, and finalizing the complete 2023 Secretariat Activity Report, which includes both long and short versions. This task involves close coordination with the GFCR UN Global Team and program partners, including design procurement for the short version.• Review of Draft Narrative Reports: Coordinate the completion of technical reviews and quality assurance for draft narrative reports submitted by GFCR grant recipients. Collaborate closely with the GFCR Deputy Head, Programme Analyst, Programme Advisor, and other members of the GFCR Global Team to compile feedback.• Technical Feedback Dissemination: Coordinate dissemination of all technical feedback and provide final guidance to GFCR grant recipients, supporting them in the finalization of their Narrative Reports. This may include conducting technical feedback calls for clarification and alignment.• Final Narrative Report Review: Lead the coordination of receiving, evaluating, and assessing updates in the final submissions of 2023 Narrative Reports. Additionally, oversee the development of a centralized and comprehensive indicators dashboard to analyze data across report submissions from a technical and comparative perspective.• Consolidated Annual Report - Long Version: Support with finalizing, filing, and submitting the completed long version of the GFCR 2023 Consolidated Annual Report to UN MPTFO. This involves consolidating inputs from the broader GFCR Global Team and program/project partners and providing an analysis of GFCR's performance at the portfolio level.• Consolidated Annual Report - Short Version: Finalize both the text and design of the 2023 Consolidated Annual Report, also known as the "Action Report," based on consolidated input from the GFCR UN Global Team and program partners. Develop a communications framework for publishing the report across GFCR platforms.• Supplementary Reports: Deliver a comprehensive and cross-cutting analytical brief on the program's implementation of GFCR policies, including the Safeguards Policy, Gender Policy, and Risk Management System. Input and complete the central indicators dashboard with guidance from the UN Global Team, facilitating a technical and comparative analysis of data from report submissions.• Donor Reporting: Draft, manage, and consolidate input for the submission of at least 5 additional donor reports for state and philanthropic donors, ensuring timely delivery. Any other related tasks as may be required or assigned by the supervisor.Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities;• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.Results/Expected Outputs:o 2023 Establishment and Delivery of Narrative Reporting Templates: Support the drafting, finalisation, delivery, and filing of all programme, project and global-level 2023 Annual Narrative Reporting Templates, associated annexes, and mid-year reporting templates to all relevant stakeholders, including guidance and orientations.o 2023 GFCR UN Global Team Activity Report: Support the drafting, compilation, and finalization of the full 2023 UN Global Team Activity Report in close coordination and consolidating feedback from the GFCR UN Global Team.o Review of 2023 Grant Fund Programme Narrative Reports - DRAFT Submissions: Support and facilitate the completion of the iterative technical review and quality assurance of submissions from all GFCR grant recipients in close coordination with and compiling feedback from the GFCR's Deputy Director, Programme Analyst, Programme Advisor, and other members of the GFCR Global Team as required.o Dissemination of all technical feedback and final guidance to all GFCR grant recipients towards finalisation of all Narrative Reports, including conducting of technical feedback calls.o Review of 2023 Grant Fund Programme Narrative Reports - FINAL Submissions: Lead the coordination of receipt, comprehensive evaluation and assessment of updates, and filing of all finalised 2023 Narrative Reports.o Lead the development of a centralised and comprehensive indicators dashboard, analysing all information and data across report submissions from a technical and comparative lens.o Final version - GFCR 2023 Consolidated Annual Report – Long Version: Finalize, file and submit to UN MPTFO the completed long version of the GFCR 2023 Consolidated Annual Report including consolidation of all broader GFCR Global Team and programme/project partner inputs, and an analysis of the GFCR performance at the portfolio level.o FINAL version - GFCR 2023 Consolidated Annual Report – Short Version / “Action Report”: With consolidated input from the GFCR UN Global Team and programme partners, finalise – text and design - the 2023 Consolidated Annual Report and communications framework for publishing across GFCR platforms.o Delivery of Global Fund Policies Implementation Reports: Delivery of a comprehensive and cross-cutting analytical brief on the programme's implementation of GFCR policies - i.e., GFCR Safeguards Policy, GFCR Gender Policy, Risk Management System.o With feedback from the UN Global Team on the first draft, finalise the comprehensive and centralised indicators dashboard, analysing all information and data across report submissions from a technical and comparative lens.o 2023 GFCR Donor Reporting: Draft, manage and consolidate input, and support timely submission of at least 5 additional donor reports for state and philanthropic donors.• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
