Mission and objectives

OCHA’s overall goal in Ukraine is to ensure the delivery of effective and principled humanitarian action that meets the needs of the most vulnerable people. To achieve this, OCHA supports the Humanitarian Coordinator and humanitarian partners in operational coordination, humanitarian financing, public information, humanitarian analysis, advocacy and Information Management. In its effort to help alleviate the suffering of the affected population and respond to some of the long-term consequences, OCHA established a presence in Kyiv shortly after the outbreak of the crisis in 2014. Today, OCHA’s 40 plus staff in Kyiv and in its four operational hubs in Kramatorsk and Sievierodonetsk (GCA) and Donetsk and Luhansk (NGCA) work together to support the coordination of humanitarian assistance of international and national organizations.

Context

The position is located in the in the Office for the Coordination of Humanitarian Affairs (OCHA) in Ukraine. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Task description

Within the delegated authority and under the supervision of Information Management Officer or his/her designated mandated representative(s), the UNV Information Management Associate: • Supports UN OCHA and the United Nations system, as well as partner organizations to establish and prepare data assets to facilitate coordination of- and advocate for- the humanitarian response in Ukraine, and delivery of the Humanitarian Programme Cycle (HPC); • Provides strategic Data Management advice for the development of information products, including the design of Data Management processes, database schema, and data flows; • Supports strategic and operational decision-making by the preparation and management of related datasets on the humanitarian situation and response; • Designs and maintains the structure of databases and data system to optimize storage, retrieval, and analysis of data. • Develops a database management system, with data warehouse capability and ETL processes for the development of Power BI dashboards and other reporting tools. • Maintains documentation and metadata to describe the meaning, origin, and context of the relevant data, facilitating its understanding and usability. • Maintains good relationships with the various entities to promote strong client engagement, data sharing and transparency; • Develops strong links with Information Management focal points in other organizations to help clusters to identify their priority Data Management requirements and to promote coordination and data exchange among organizations; • Works closely with IM team, UNOCHA staff and humanitarian partners to promote responsible Data Management practices and exchange; • Supports in maintaining a catalogue of data assets and facilitates data accessibility; • Produces articles and presentations on UNV, UN Volunteer success stories; • Any other related tasks that may be required or assigned by the supervisor. As an active OCHA team member, efficient, timely, responsive, and client-friendly support rendered to OCHA and its beneficiaries in the accomplishment of her/his functions, including: • High-quality data assets and Data Management processes to support the preparation of information products, including reports, snapshots, and other standalone info-graphics; • Design and setup of a database management system for response monitoring, situational needs monitoring and other reference datasets to support the Humanitarian Programme Cycle; • Compliance of Data Management platforms and processes with IASC Data Responsibility Guidelines and other data privacy and security protocols; • Data and metadata documentation describing the meaning, origin, and usability; • Data assets are up-to-date, correct and accessible to internal and external stakeholders; • End users are trained and instructed on how to maintain and access data assets; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
