Organizational Context

This position is available at Malawi Country Office, in Lilongwe. The Supply Chain Officer will lead on emergency preparedness, engage, and support activities primarily linked to the immediate humanitarian response and related on demand services. The Supply Chain Officer will be working across several activities under the Country Strategic Plan (CSP) and will report directly to the Head of Supply Chain

KEY ACCOUNTABILITIES (not all-inclusive)

Emergency Preparedness & Response:
1.    Provide strategic guidance and leadership in project designing, planning and implementation of emergency preparedness and response activities. Liaise with key stakeholders including Ministry of Transport and Public Works (MoTPW), Roads Authority, and DoDMA throughout project development.
2.    Plan, monitor, and manage resources to maximize effectiveness of emergency preparedness projects.
3.    Improve internal processes to strengthen logistics preparedness efforts, including recommendations to update vendor lists, formulate long-term agreements, and conduct internal trainings.
4.    Support emergency response efforts, including coordination of the Transport and Logistics Cluster, providing timely logistics updates to partners and strategic inputs towards the operation. 

Information Management:
1.    Work closely with Government and humanitarian partners to ensure smooth logistics coordination and clear logistics information is disseminated to all focal points as necessary. Lead in logistics information sharing and documentation during coordination meetings, provide regular updates on road access constraints, and using data collected to problem solve logistics bottlenecks.
2.    Develop processes and systems to improve data collection methodologies for improved logistics decision making. Lead logistics assessments to collect and map information on road access, supply routes, available warehousing, and other information as required.
3.    Support with necessary reports, proposals, and information product as required.

Cross-Cutting Support:
1.    Identify and establish strategic partnerships supporting activities across the Supply Chain function.
2.    Identify training needs and implement adequate capacity development for the CO staff, humanitarian partners, and stakeholders.
3.    Improve systems and processes related to service provision, reporting, and staff development.
4.    Support Management with strategy development by liaising with leads across the Supply Chain function to coordinate, compile and document of roadmap for future Supply Chain activities. 
 

DELIVERABLES AT THE END OF THE CONTRACT

- Emergency Preparedness and Response activity deliverables (including national prepositioning strategy) as agreed and defined by Head of Supply Chain.

- Capacity strengthening plan and implementation to ensure long term capacity at the Country Office level details to be determined by the Head of Supply Chain.

 

STANDARD MINIMUM QUALIFICATIONS

Education:    University degree in Economics, Logistics and Supply Chain, Social Sciences, International Relations, Communications, Journalism or related field; or the equivalent combination of education.

Language:    Verbal and written fluency in English and one other UN language 

Experience:

  • At least five years of professional experience in an international context including: responsibility in emergency preparedness and response, coordination, and information management working in an emergency context.
  • Previous experience in  emergencies is important.
