OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

ORGANIZATIONAL CONTEXT

Reporting to the Team Lead, under the overall guidance of the Incident Manager and Head of WHO Country Office, and within the delegated authorities, the incumbent is a team member within the OSL team and will be responsible to ensure a properly managed and operational requisition management and follow-up for the WHO emergency response at the incident site level. This involves ongoing contacts with all staff and responders to ensure that needs and requirements are identified. Assignments also require ongoing contacts with counterparts in the respective Regional office, HQ and Global Service Center. S/he will engage with other UN agencies, international partners and NGOs, to share experience and provide required support.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.
1.Provide timely, proactive and expert advice and support, to the Incident Management team and Head of WHO Country Office, on all supply matters in the context of the emergency response including coordination and communication with regional offices as required.
2.Manage the implementation of the supply management tools and systems, propose different options of an adapted Supply Chain Management strategy to the IMS Coordination team, as needed.
3.Ensure end-to-end follow-up of the requisitions placed for emergency response; develop and maintain an efficient and reliable tracking system.
4.Oversee effective and efficient warehouse management for WHO incident management.
5.Liaise with technical experts to ensure proper needs identification from stakeholders, and financial validation.
6.Coordinate with partners such as UNHRD to manage the emergency supply response (request management, stock level, shipment, etc.).
7.Design KPIs to monitor the supply operations efficiency.
8.Provide regular reporting on OSL emergency response supply activities.
9.Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: First university degree (Bachelor's degree) in development economics, business administration, logistics, engineering, Supply Chain Management from an accredited/recognized institute.
Desirable: Training or knowledge of information management systems and their application to supply management and monitoring.

Experience

Essential: At least five years’ experience, at the national and international levels, in Supply Chain Management, or supply logistics in a health care emergency response, or humanitarian response operations, or related area.
Desirable: Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.

Skills

•Excellent organizational and managerial skills with the ability to multitask, deliver results in time critical scenarios, identify and solve problems.
•Demonstrated knowledge and experience in Supply Chain Management, supply operations, and/or procurement.
•Demonstrated ability to work in multicultural, multidisciplinary environment.
•Proven ability to manage diverse team across different functional areas.

Use of Language Skills

Essential: Expert knowledge of English
Desirable: Intermediate knowledge of French or any WHO official language.
