The Base Salary for this position is INR 1,30,728/- per month + 8.33% of Base Salary towards Social Security also employee will be covered with medical benefits as per WFP 's Plan. All Tax liability for payments from this contract are to be borne by the subscriber.   

 

JOB PURPOSE:

The Programme Manager (Haryana Gender Intervention) will be based at the state capital Chandigarh and will work under the direct supervision of the Head, Gender and Women Empowerment at WFP India Country Office at New Delhi. She/he will complete the assigned tasks in consultation with the supervisor, and other project colleagues at Chandigarh and will be required to liaise with colleagues in other units, partners in the Government of Haryana and other stakeholders on a regular basis, and other external partners as required. She/he will also be required to travel regularly to project field sites and participate in and monitor field project activities.

 

 

KEY ACCOUNTABILITIES (Not all inclusive) 

The Programme Policy Officer (Gender) will be responsible to perform the following duties : 

 

  1. Coordinate and organize trainings of WCD staff
    1. Identify and enlist Master Trainers from among the local programme stakeholders, including block level WCD staff and local NGO partners to conduct training sessions with Anganwadi Workers.
    2. Organize one state level workshop and 22 district level Training of Trainer (ToT) sessions to train the Master Trainers in the Gender module.
    3. Obtain feedback from the learners after completion of the trainings, collate the responses and report back to the WFP team.
    4. Ensure smooth implementation of the ToT and training sessions with Anganwadi Workers and identify and address any challenges identified therein.
    5. Ensure effective delivery of trainings and establish innovative learning models, such as peer learning networks and apprenticeships.

 

  1. Coordinate and support activities for community gender sensitization
    1. Prepare the format of community gender sensitization sessions to be organized by Anganwadi Workers following the completion of the gender training.
    2. Conduct periodic meetings with Anganwadi Workers and support them in planning and executing community gender sensitization sessions through Village Health and Nutrition Day or other community gatherings.
    3. Observe community gender sensitization events on a random basis in different districts of the state and support strengthening of the format and content as required.
    4. Mobilise local stakeholders including Panchayat or local SHG functionaries and other community leaders to support organization of community gender sensitization sessions by Anganwadi Workers as required.

 

  1. Support IEC and SBCC campaigns
    1. Provide inputs to the Project team for development of campaign materials to ensure contextualization of communication messages for the IEC and SBCC campaigns.
    2. Liaise with local stakeholders and State Government to obtain the necessary clearances to implement the campaign activities through different modes across the state.
    3. Identify modes of campaign implementation at the local level (hoardings, posters, radio messages, wall paintings, nukkad natak, sessions at schools and Gram Sabhas, etc.) and possible stakeholders such as local Panchayats, schools and NGOs who can help amplify the campaign reach.
    4. Coordinate field implementation of the campaign and monitor and report on campaign coverage and progress. Participate in campaign activities at the field level where possible with the local community members.
    5. Document and monitor progress on the campaign implementation on a regular basis and prepare periodic reports and provide timely progress updates for sharing within WFP (with senior management, regional office, or HQ), or with Government of Haryana or other partners as required. 

 

  1. Support partnerships, monitoring and reporting
    1. Liaise with different stakeholders at the local level including district and block administration, WCD staff, NGO partners, Panchayat and other local leaders as required to facilitate project implementation.
    2. Provide monitoring, capacity building and handholding support for all project related activities, conduct regular field monitoring visits and collect and report monitoring data as per prescribed formats on a regular basis.
    3. Provide inputs to all operating procedures, formats, templates, presentations, etc. to enhance implementation and monitoring of the project.
    4. Participate in any stakeholder meetings and support field visits to the project site by WFP or partners as required.
    5. Prepare regular process documentation notes, briefs and updates and share with WFP and other partners as required.

 

Perform other related duties as required. 

 

STANDARD MINIMUM QUALIFICATIONS

 

EDUCATION

Advance university degree in Social Science with additional years of related work experience and/or trainings/courses from an institute of repute on gender, inclusion, development studies or rural management would be acceptable.

 

EXPERIENCE

At least one year of progressively responsible professional experience in managing gender or related interventions in rural areas of Haryana or similar contexts in India. Experience in managing capacity strengthening or communication interventions is particularly desirable.

 

COMPETENCIES & SKILLS

The post holder should have strong technical, analytical and problems solving skills; ability to think through complex issues to conceptualize, design and execute action plans. Demonstrate passion and motivation with the ability to manage complexities, multiple tasks with commitment to deliver against multiple, tight deadlines at work. Excellent team player with an ability to work collaboratively, share information and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results. Excellent oral and written communication skills, presentation, and documentation skills.

 

LANGUAGE

Fluent oral and written communication skills in English and Hindi required.

Under a collaboration with the Department of Women and Child Development (WCD), Government of Haryana, WFP is implementing an intervention on gender training of WFP staff, particularly the Anganwadi Workers to enhance the community level gender sensitization activities conducted by them. At the same time the project includes a community awareness campaign to inform women of the various government schemes that they could benefit from, and to promote good nutrition knowledge and behaviours.

WFP has a zero-tolerance approach to conduct such as fraud, sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination. All selected candidates will be expected to adhere to WFP’s standards of conduct and will therefore undergo rigorous background verification internally or through third parties.
