ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme's mission in Cameroon to Saving Lives, Changing Lives.

JOB PURPOSE

Context Within the framework of the implementation of the new CSP that started in March 2022, the following four programme activities aim to provide direct assistance to the over 1,6 million beneficiaries with direct in-kind and cash support.

  • Activity 1: Provide integrated food and nutrition assistance to crisis-affected populations to support their self-reliance and recovery.
  • Activity 2: Provide capacity strengthening in emergency preparedness and response to local authorities and humanitarian partners working in crisis-affected areas.
  • Activity 3: Provide an integrated nutrition package to beneficiaries, including access to nutritious food, quality care, social behavior changes communication and capacity strengthening, to prevent malnutrition.
  • Activity 4: Provide livelihood support to targeted groups, including through productive asset creation and regeneration and value chain development.

Those activities will be directly delivered through Field-Level Agreements (FLA) with Cooperating Partners (CPs), NGOs and CSOs that will establish contractual agreements with WFP to implement the interventions related to general food distribution, CBT, Nutrition, school feeding, FFA and capacity strengthening. That has resulted in 28 FLAs and two tripartite agreements (including UNHCR). There is a FLA Management Team included in PROG that deals with project appraisal, administrative and financial supervision of FLAs, monitoring and evaluation. This team also deals with NGO relationship and capacity strengthening and advocacy for CPs and WFP staff dealing with CPs/FLAs. The consultant will lead that team. Additionally, the PROG unit has established a knowledge management procedure to plan, implement and monitor the programmatic support that we distribute through the Field Offices and via the CPs. This planning process is called the Quarterly Distribution Programme, that consists in a mid-term planning for humanitarian in-kind and cash assistance for three months, fine-tuned every month, that enables to plan the tonnage and budget to be distributed, and regularly monitor the performance per region The consultant will supervise that planning/monitoring tool and follow up with activities managers on its implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Deputy Country Director, and in close collaboration with the Programme unit, the Programme and Policy Officer will be responsible for the following duties:

  • Coordinating the FLA Management Unit interacting with Cooperating Partners, Field offices & following up CP’s operations.
  • End-to-end FLA process management and compliance assurance
  • Lead the FLA management team (Partnership and Business Support Associates and Assistants) to ensure all the Agreements are prepared correctly and in line with the SOPs, as well as timely registered in WINGS.
  • Leading the end-to-end FLA process management, ensuring all the review, registrations and duediligence processes have been followed and items are treated on a timely and due quality manner.
  • Developing SOPs for FLA management (from FLA drafting to WINGS processes attached to it, inclusive archiving, tracking-tool update, alerts prior to expiring FLAs) and ensure they are regularly updated/revised to reflect any new change on corporate guidelines.
  • Ensure standardization of templates, formats, reporting structure, costs allocations - Ensuring timely creation of FLAs in WINGS and quality distribution reports and relevant invoices are timely submitted for the reconciliation against deliveries and payments process (inclusive of CBT reconciliations processes).
  • Tracking the progress of the FLAs in terms of consumptions and alerting technical units (AM/Officers) for expected FLA amendments and adjustments.
  • Coordinate information and reports on partnerships for programme and management briefings taking points reports and ACR.
  • Follow up with field offices on timely submission of invoices and coordinate with colleagues to ensure timely payments of partners.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University Degree in Public Policy, Public Administration, International Relations and/or Development, Social Science, International Relations, or other fields relevant to Partnership and Planning, Statistic.

Experience: Minimum of 5 years of experience or First University degree with additional 2 years of relevant professional level work experience.

Language: Fluency (level C) in English or French language (written and oral). Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.
