ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Under the guidance and direct supervision of the Head of Monitoring and Evaluation (M&E), the Programme Policy Officer will lead the full cycle of M&E activities relating to Outcome Monitoring, Evaluation, and Reviews. 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Evaluations and Reviews

  • Develop appropriate evaluation methodologies (e.g., qualitative; quantitative; and mixed methods) and sampling frameworks (e.g., Randomized Control Trial (RCT), Quasi-Experimental Design (QED), and others) for different type of evaluations and reviews as required.
  • Prepare a comprehensive plan and representative sample size (e.g., power calculations) for evaluations and reviews identified with appropriate budgets in consultation with technical units. Engage with the Data Team to review its feasibility, prioritize and plan accordingly.
  • Be a technical expert on Evaluations and Reviews (e.g., decentralized evaluations, thematic reviews, CSP mid-term reviews) in the M&E unit to lead the design, and consultation with relevant technical units on evidence needs, generation, and utilization of findings, including the review of management responses to evaluation recommendations.
  • Lead the engagement from CO in centralized evaluations managed by the Office of Evaluation, including global/strategic evaluations, CSP evaluations and impact evaluations, as appropriate.

 

Outcome Monitoring

  • Contribute to the development of the RAM Strategy – incorporating/elaborating key aspects of M&E in the strategy (including quantitative and qualitative evidence generation).
  • Prepare a comprehensive plan for Post Distribution Monitoring (PDM), Outcome surveys, and other Assessments using different methodologies (e.g., qualitative method, quantitative method, mixed methods) and sampling methods (e.g., stratified sampling, clustered sampling, two-stage cluster sampling) with required budgets. 
  • As an expert in outcome monitoring, participate in the design, development and review of tools, reports, use of findings) in coordination with data team.
  • Review donor proposals and ensure that appropriate outcome monitoring frameworks are designed and incorporated. Lead in the preparation of narrative progress reports on outcome monitoring.

Other Responsibilities

  • Develop and update country specific M&E guidance/SoPs, indicators, tools, and training materials related to outcome monitoring, evaluations, and reviews.
  • Perform technical analysis and evaluability assessments of corporate indicators in the context of Afghanistan CO and recommend as appropriate.
  • Build the capacity of M&E staff in outcome monitoring, evaluations, and reviews through different modes of trainings (physical or online). Key areas might include evaluation designs, sampling techniques, research methods, etc.)
  • Perform other tasks or assignments as required.
     

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in social sciences, statistics, development economics, performance management, Monitoring and Evaluation or other related fields.
  • Or First University degree with additional specialized training and at least two years of most related professional work experience .

 

Minimum Work Experience:

  • At least three years of postgraduate professional experience in M&E management and implementation.
