ORGANIZATIONAL CONTEXT

 

These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO), and typically report to a more senior Budget and Programming Officer. Job holders at this level are typically involved in budget and programming activities and analytical work of limited complexity, and support the collation, maintenance, analysis and reporting of information to maximise the effectiveness of services. Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed. 

JOB PURPOSE

To support the delivery of budget and resource analysis and programming activities and/or provide support to HQ/RBx, collaborating with and guided by managers to apply best practice approaches for the efficient, effective, and compliant utilization of funds.

KEY ACCOUNTABILITIES (not all-inclusive)

Budget Planning and Management

1. Contribute to the development and implementation of policies and procedures for budget and programming activities through close monitoring, with the aim of achieving compliance with WFP and functional strategies.

2. Contribute towards the compilation, preparation and revision of various budget plans in compliance with budget and programming procedures.

3. Monitor WFP’s corporate systems ensuring that all budget-supporting documents are accurate, well developed and in line with recommendations to enable accurate recording into internal systems and follow up on budget approval actions.

4. Participate in CSPs/RBPs closure activities and work with spending units to highlight and close open commitments in a timely manner whilst bringing any potential issues to the supervisor’s attention. Pipeline Management

5. Prepare monthly pipeline reports and support the CO/RB team in monitoring the resource pipeline across all transfer modalities (Food, Cash Based Transfers, Capacity Strengthening and Service Delivery) including corporate stock replenishments to maximize operational effectiveness.

6. Participate in and support preparations for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, recommending timely mitigation measures.

Funds, Performance Management, and Reporting

7. Check accuracy and monitor timely programming and utilization of funds based on operational priorities, funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in collaboration with spending units.

08. Participate and support preparations for the CO/RB Resource Management Committee (RMC) as per agreed timelines. The RMC reviews and prioritizes resources against the Country Portfolio Budget (CPB).

09. Perform other relevant duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Contribute to a WFP country plan, including administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.
  2. Support management of existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.
  3. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy.
  4. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

  6. Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  7. Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
  8. Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

STANDARD MINIMUM QUALIFICATIONS

Education:Advanced university degree in Business Administration, Statistics, Finance, Economics or other relevant field. 

Additional professional training in project management, statistical analysis and/or operational planning and management is desirable

Language: Fluency in English and Spanish, both oral and written communication.
