Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation, and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1 billion children and the prevention of more than 17.3 million future deaths.

THE ROLE

The Vaccine Programmes team provides oversight and technical expertise to design and manage each of Gavi’s Vaccine Programmes. As vaccine and disease subject matter experts, the team supports the introduction of new vaccines through routine immunisation and preventive and outbreak response campaigns, as well as the strengthening of country diagnostic capacity to improve immunisation programme effectiveness, efficiency, and equity. Vaccine Programmes is the Secretariat team responsible for coordinating with global vaccine preventable disease-specific initiatives and works with Secretariat teams and Alliance stakeholders to ensure better prioritisation and optimisation of available vaccine products, presentations, and schedules most appropriate for specific country contexts. 

Key functions and deliverables:

•Contribute towards Gavi Strategic Objective 1 to introduce and scale up vaccines by ensuring a successful delivery of strategic priorities and objectives for the Yellow Fever, Meningitis and Japanese Encephalitis programmes;

•Ensure VP contribution to country support including successful application, preparation, introduction and implementation of the Yellow Fever, Meningitis and Japanese Encephalitis into routine immunisation systems and conduct of preventive campaigns as part of the comprehensive disease control strategies; 

•Collaborate across teams within Gavi for the successful planning, implementation, learning, and communication of the Yellow Fever, Meningitis and Japanese Encephalitis programmes, including CPD, MS, VFGO, Policy, FD&R, MEL, HSIS, Communications & media, and donors;

•Lead VP’s inputs into Gavi’s Market Shaping roadmaps, action plans, strategic demand scenarios and financial forecasting for Yellow Fever, Meningitis and Japanese Encephalitis programmes;

•Smooth coordination and consultation with technical partners and vaccine manufacturers;

•Coordinate with the Eliminating Yellow Fever Epidemics (EYE) strategy, meningitis technical working groups and Japanese encephalitis working groups to ensure effective management of vaccine supply within comprehensive disease control programmes;

•Contribute to the achievements of The Alliance and Vaccine Programmes team objectives;

•Coordinate the provision of timely, accurate, insightful, and actionable analyses of the performance of the relevant Gavi vaccine supported programmes.

MAIN DUTIES/RESPONSIBILITIES

Support introductions and scale up coverage of Yellow Fever, Meningococcal and Japanese Encephalitis vaccines

•Support the coordination of Gavi processes necessary for successful and timely introductions and coverage uptake of Yellow Fever, Meningococcal and Japanese Encephalitis vaccines in Gavi countries;

•This includes contributing to the Application & Review process to:

oReview, screen and share applications with technical partners;

oReview IRC reports; and

oUpdate yearly application guidelines and online tools with the latest programmatic information.

•Monitor issuance of decision letters and vaccine introduction or switch grants disbursement;

•Manage short-term supply allocation by liaising with Gavi’s Market Shaping and UNICEF Supply Division;

•Provide routine and strategic input to Demand and Supply forecasts;

•Prepare, provide and maintain programme specific briefings (e.g., the Independent Review Committee, High-Level Review Panel) and new vaccine support application guidelines;

•Provide technical information to Country Support staff, countries and partners on product/presentation choices;

•Monitor country vaccine introduction status, including routine and supplementary immunisation activities (SIAs), by coordinating with partners to provide effective Alliance oversight and technical support of high quality and safe implementation of the vaccine. This may include:

oOrganising regular calls with technical partners to resolve challenges and align efforts;

oProviding programmatic input to country missions (e.g. Joint Appraisals).

•Participate in country missions to ensure that national programmes and in-country partners are fully informed and ready for application/introduction.

Serve as the Yellow Fever, Meningococcal and Japanese Encephalitis vaccine focal point and programme champion:

•Provide regular reports on vaccine use across routine programmes and preventive campaigns activities for key governance meetings (e.g. Programme Policy Committee and Board) and on request by specific stakeholders when required;

•Lead the pathway towards opening a window of support for multivalent meningococcal conjugate vaccines (MMCV) by coordinating relevant stakeholders for program design and approval during Gavi governance meetings;

•Represent Gavi Secretariat on the EYE Strategy governance bodies to ensure Gavi priorities are reflected in the implementation and development of global and regional strategies, including the provision of partners support as required for timely and effective country applications and implementation;

•Provide vaccine specific information including: product presentations, efficacy, safety, current suppliers, price points (in collaboration with Market Shaping team), and evolution of demand;

•Engage with the Measurement, Evaluation and Learning (MEL) team to consolidate high level information on the disease area to inform supported studies and models for action and decision making;

•Liaise with the Communications team to provide vaccine specific information around particular media events and support standard communication materials, including acting as spokesperson for media requests related to these vaccines; 

•Work with Senior Country Managers and Alliance partners to ensure country readiness for high quality, high coverage and safe vaccine introductions;

•Ensure that Gavi processes accommodate specificities of the programmes (reporting, policy making, grant management, performance framework, investment strategies), including guidelines and other reference documents;

•Support Advocacy, Resource Mobilisation (RM) and Communications on ad-hoc questions (donor grant initiatives, media releases, documents review).

QUALIFICATIONS

ACADEMIC

•Advanced university degree in public health or other relevant social sciences is required;

•Training in public health, evaluation and research methods is required;

•Field Epidemiology Training is an asset; 

•PhD in any of the above-mentioned disciplines is an asset.

WORK EXPERIENCE

•Minimum of 8 years of professional experience working in public health at national and international levels;

•Programme management and immunisation programme experience is required;

•Experience working in developing countries is required;

•Familiarity with multilateral agencies/partnerships and key public health donors, as well as vaccine manufacturers is desirable;

•Familiarity with Gavi processes is desirable.

SKILLS/COMPETENCIES

•Strong familiarity with global health and development;

•Solid knowledge of global health and development, in general, and vaccines and infectious diseases, more specifically;

•Advanced skills in evaluation of health programs and systems in developing countries;

•Outstanding analytical and writing skills;

•Excellent representational and communications skills;

•Ability to work in a multicultural environment and establish harmonious working relationships;

•Demonstrated ability to work effectively with a range of partners;

•Proven ability to meet tight deadlines;

•Good knowledge of institutional or organisation policies, systems and procedures;

•Demonstrated capacity to manage consultants, budgets and deliverables; 

•Demonstrated capacity to manage a variety of activities simultaneously, work within teams and take initiative;

•Excellent project/programme management skills;

•Strong organisational and planning skills.

LANGUAGES

•Fluency in written and spoken English is required;

•Fluency in French is an asset;

•Knowledge of languages of Gavi eligible countries is desirable (e.g., Arabic, Portuguese).
