The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

Organizational Setting
The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (including intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health.
The Livestock Innovation, Climate and Post-harvesting Solutions Branch (NSAL) provides livestock sector analysis with a particular focus on poverty reduction, climate change and resource use, and animal, human and environmental health. It provides policy support and guidance to countries and stakeholders in the livestock sector, and facilitates policy dialogue among stakeholders.
The position is located in the Livestock Innovation, Climate and Post-harvesting Solutions Branch (NSAL) of the Animal Production and Health Division (NSA) at FAO headquarters in Rome, Italy.

Reporting Lines
The Livestock Policy Officer (Operations Manager, Global Agenda for Sustainable Livestock) reports to the Chief, Livestock Innovation, Climate and Post-harvesting Solutions Branch, NSAL.

Technical Focus
The Global Agenda for Sustainable Livestock (GASL) is a partnership of livestock sector stakeholders committed to the sustainable development of the sector. The aim of GASL is to build consensus on the path towards sustainability and catalyse coherent and collective practice change through dialogue, consultation and joint analysis. Its focus areas include\: provision and development of a governance mechanism for an effective global policy dialogue on Sustainable Livestock; boosting the resource mobilization to strengthen the capacity of the Global Agenda to fully operationalize its objectives in promoting the analysis, development, transfer and dissemination of policy recommendations, and technologies to improve livestock sustainability; provision of stakeholders with the necessary support to adequately participate in the Multi-stakeholder Partnership (MSP) process; promotion of North-South, South-South and triangular regional and international cooperation on access and sharing knowledge; improvement of the coordination among similar existing mechanisms, in particular at the international level.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with divisional objectives and the FAO Strategic Framework.

Key Functions
• Plans and leads components of multidisciplinary teams, leads and/or participates on Organization-wide, cross-divisional committees, project teams and working groups and/or provides specialized expertise on technical networks and/or international technical policy and standard setting bodies.
• Develops technical, analytical, monitoring and reporting frameworks and related methodologies, tools, systems and databases, etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications and/or policy proposals as well as the provision of technical/policy/specialist/advice and expertise.
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings.
• Participates in resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions
• Provides and coordinates operational support to the functioning of the GASL and its constituent parts (Chair, guiding group, clusters and action networks), including liaison with partners and FAO units.
• Coordinates proposals for the development and use of information and communication tools to support knowledge sharing, policy dialogue and joint stakeholder activities.
• Coordinates reporting and documentation of the Global Agenda activities to the GASL Chair and to the GASL Guiding Group.
• Prepares the GASL MSP annual meeting and the GASL Guiding Group meetings, including the circulation of all pertinent documents at least two weeks before the meetings.
• Informs regularly the GASL Chair and the GASL Guiding Group on his/her activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agriculture, livestock sciences, economics, agricultural economics or a related subject.
• Seven years of relevant experience in livestock sector analysis, analysis of agricultural sector related issues and policy or strategic advice.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
